Historic Speech from Nuclear Base

French President Emmanuel Macron will address the nation from the Île Longue submarine base in northwestern France on Monday – the country's most strategically important military facility, where four nuclear-armed submarines are based. This is his second major speech on nuclear deterrence since taking office in 2017. The first, in 2020, proposed a "strategic dialogue" with European partners – which was met with a lukewarm response at the time. Since then, the world has changed radically: Russia has invaded Ukraine, and transatlantic unity has begun to crumble.

Europe Without a Reliable Nuclear Shield?

The speech comes at a time when European capitals are seriously questioning the reliability of American security guarantees. Under Donald Trump, the Washington administration adopted an increasingly reserved stance towards NATO – the American president repeatedly questioned collective defense commitments and demanded significantly higher contributions from European allies. Rasmus Jarlov, chairman of the Danish Parliament's Defense Committee, put it bluntly: "If things really escalated, I very much doubt that Trump would risk American cities to protect European ones."

The situation is further complicated by the fact that Russia updated its nuclear doctrine in 2024 and lowered the declared threshold for the use of nuclear weapons. In addition, China and North Korea are expanding their arsenals. The traditional post-war security architecture is falling apart, and Europe is looking for its own answers.

What Macron Plans to Announce

The Élysée Palace has announced that the speech will be an "important moment in his term" with "substantial shifts and developments." Macron has indicated his intention to present a model involving "specific cooperation, joint exercises and shared security interests with certain key countries." Specifically, this may mean joint military exercises and consultation mechanisms – not direct sharing of nuclear codes.

France has fewer than 300 nuclear warheads and is the only EU member with nuclear capabilities. Each Triomphant-class submarine carries 16 M51 intercontinental ballistic missiles with multiple warheads. Macron's team clearly emphasizes: the decision to use nuclear weapons will always remain solely in the hands of the French president.

Berlin, Warsaw and Other Partners

Interest in a French nuclear umbrella is most evident in Germany. Chancellor Friedrich Merz has spoken openly about potential nuclear cooperation – including the theoretical possibility of German fighter jets delivering French weapons. Polish President Karol Nawrocki, in turn, suggested that if France does not come up with a sufficiently concrete proposal, some countries may consider their own nuclear capabilities.

Analysts point to political constraints: Macron has less than 14 months left before the presidential elections, the far right is leading in the polls, and the implementation of a European nuclear architecture depends on the willingness of partners to cooperate and finance joint defense in the long term.

Impact on Slovakia

For Slovakia, a member of both NATO and the EU, Macron's initiative has a direct impact. A potential European nuclear umbrella would complement the Alliance's guarantees – not replace them. The Élysée Palace emphasizes that the French offer "is in no way in competition with NATO." The key question remains: will Europe receive a concrete security architecture after Monday's speech, or just another symbolic signal?
