Operation Oszán: The Network Hiding Millions

Spanish National Police arrested three people—one man and two women—on the island of Mallorca on March 11, accused of acting as straw men to conceal the assets of a Russian citizen included on the European Union's sanctions lists. The operation, dubbed Oszán, revealed a sophisticated network of shell companies and straw men designed to circumvent the embargoes imposed after the Russian invasion of Ukraine.

According to elDiario.es, the oligarch linked to the scheme is Nikolai Aleksandrovich Kolesov, a senior executive in the industrial and technological sector linked to the Russian military complex. Kolesov heads one of the main helicopter suppliers to the Russian army and has been sanctioned by the EU since 2022 for his ties to the Kremlin.

€18 Million Villas and Hidden Cash

Officers searched five luxury villas located in the municipality of Calvià, with a combined value of around €18 million. During the searches, police seized more than €300,000 in cash, six high-end vehicles, electronic devices, and extensive financial documentation, according to Kyiv Post.

The detainees allegedly managed the expenses of the properties, were listed as representatives and agents of companies linked to Kolesov, and maintained bank accounts and vehicles registered in their names. This framework allowed the oligarch to maintain effective control of his assets in Spain despite international restrictions.

Charges and Legal Status

The three arrested individuals face charges of criminal organization, money laundering, tax fraud, and frustration of execution. After giving police statements, they were released on bail with the obligation to appear before the Palma court every fifteen days, the confiscation of their passports, and a ban on leaving the island. The judicial proceedings remain under seal.

The investigation remains open, and authorities do not rule out further arrests linked to the network of straw men.

Spain, a Focus for Sanctions Evasion

The case highlights the attractiveness of the Spanish luxury real estate market for Russian oligarchs seeking to protect their assets. According to data from the Spanish government, the country has seized yachts, mansions, and bank accounts of sanctioned Russian citizens worth more than €1 billion since the start of the war in Ukraine.

The operation coincided with Ukrainian President Volodymyr Zelenskyy's visit to Madrid in search of diplomatic and military support, underscoring the geopolitical dimension of the implementation of European sanctions. As noted by Spain in English, the case illustrates the increasing efforts of Spanish authorities to close the avenues of evasion used by individuals linked to the Kremlin.

Sanctions compliance experts warn that straw man networks represent one of the biggest challenges to the effective implementation of restrictions, as they allow sanctioned individuals to continue enjoying their assets while formal ownership rests with seemingly unrelated third parties.
